Calabasas runs its own Building and Safety Division at 100 Civic Center Way, and it works differently from LADBS. Applications are online only; the counter doesn't take submittals. The city's FAQ says plainly that it "does not issue express or expedited permits"; applications are reviewed in the order received. A residential roof replacement with no structural work is listed among small projects that can be issued in as little as one day. Two steps catch people out:
- Zoning clearance first. The city says any exterior work will likely need a Zoning Clearance before the building permit, and asks applicants to confirm by email before applying.
- License verification. The department verifies the contractor's CSLB documentation before it issues a permit, which is one more reason to check the contractor's CSLB license early.
The city builds to the 2025 California codes with local amendments, and publishes its design values: climate zone 9 and an 85 mph design wind speed.
Fire Hazard Maps After Woolsey
The Woolsey Fire started on November 8, 2018 and burned 96,949 acres across LA and Ventura counties, destroying 1,643 structures. CAL FIRE published updated Fire Hazard Severity Zone maps for Calabasas on March 24, 2025, and the city notes that properties in high or very high zones may be subject to the building code's wildfire chapter (Chapter 7A) and defensible space rules.
