Permits: LADBS, Usually an Express Permit
Encino is part of the City of Los Angeles, so the reroof permit comes from LADBS, online or at the Van Nuys Development Services Center at 6262 Van Nuys Blvd. Most reroofs qualify for an Express Permit with no plan check: a Class A or B covering under 6 pounds per square foot over existing or new solid sheathing, a tile lift-and-relay, or a coating. New clay or concrete tile is heavier and goes through plan check. The permit guide and checker walks through it, and the contract should name the contractor as the one pulling it.
What Encino's Reroof Permits Show
LADBS issued 1,432 reroof permits in the Encino Neighborhood Council area from 2020 through 2025, about 239 a year. They're bigger than the city norm, a median of 28 squares against 23, and 39% were on hillside lots, nearly twice the citywide 20%.
| Reroof permits | Encino | City of LA |
|---|---|---|
| Reroof permits issued, 2020–2025 | 1,432 | 70,049 |
| Average per year | 239 | 11,675 |
| Median roof size on the permit | 28 squares | 23 squares |

The Mulholland Scenic Parkway Reroof Check
About a sixth of the Encino neighborhood council area sits inside the Mulholland Scenic Parkway Specific Plan corridors, along the ridge. City Planning's own applicability chart for the plan has a line for re-roofs: they apply to all properties in the plan area, LADBS checks them, and the notes read "All roofs must be non-reflective." Composition shingle, slate and tile are fine; metal works if it's finished in an earth tone or a darker color. The plan itself says roofs visible from Mulholland Drive must be non-glare, and rooftop solar is exempt. If your street is up toward Mulholland, ask about this before choosing a color, especially a bright cool-roof product.

Hillside Lots and the Fire Zone
About 47% of the Encino neighborhood council area is in the Very High Fire Hazard Severity Zone on the City's map, almost all of it south of Ventura Boulevard, and about the same share is designated Hillside Area. In the zone, LADBS requires a Class A roof. On a hillside lot, access and material staging can weigh on the price as much as the roof's size, so ask how each bidder plans to get tile and debris on and off the roof.

That layer is the 2011 map written into the municipal code; CAL FIRE's 2025 recommended maps are not yet adopted by the City. Check a parcel on ZIMAS or LAFD's fire zone page.
Two ZIP Codes, Two Housing Stocks
ZIP code 91436, the hills south of Ventura, is 82% single-family houses, and 37% of its homes went up in the 1950s alone. ZIP code 91316, to the north, is nearly half apartments and condos in buildings of 20 or more units. In both, three-quarters of homes were built before 1980. On a 1950s tile roof the tile can have decades left while the underlayment beneath it is done, which is what a lift and relay fixes. Encino is climate zone 9, so a residential reroof of more than half the roof needs a cool-rated product unless an exception applies; see the Title 24 cool roof guide.
