Permits: Symbium, One Layer, No Wood Shake
Since September 1, 2025, every new residential reroof permit in the City of Lancaster goes through Symbium, the city's online permitting system, which issues the permit automatically when the job qualifies; if it doesn't, city staff take it from there. Inspections and fees run through the city's Accela portal. The city's reroof rules are short:
- One existing layer at most. You can reroof over a single existing layer; if there's more than one, all of them come off first.
- No wood shake or wood shingle. Neither is allowed in the City of Lancaster.
- Structural calculations only if the roof structure changes.
Homes in unincorporated communities around the city permit through LA County Public Works instead.

Solar, and a Mix of Old and New Roofs
Lancaster's homes span more decades than Palmdale's: 29% were built before 1980 and 62% between 1980 and 2009. Under a 2013 city ordinance, new homes permitted in Lancaster from 2014 on have to include solar, so many newer roofs carry panels, and a reroof means removing and reinstalling them; see reroofing with solar panels.
