Studio City is part of the City of Los Angeles, so the reroof permit comes from LADBS, online or at the Van Nuys Development Services Center at 6262 Van Nuys Blvd. Most reroofs qualify for an Express Permit with no plan check: a Class A or B covering under 6 pounds per square foot over existing or new solid sheathing, a tile lift-and-relay, or a coating. New clay or concrete tile is heavier and goes through plan check. The permit guide and checker walks through it, and the contract should name the contractor as the one pulling it.
What Studio City's Reroof Permits Show
LADBS issued 1,231 reroof permits in the Studio City Neighborhood Council area from 2020 through 2025, about 205 a year. The standout is the hillside share: 41% of permits were on hillside lots, twice the citywide 20%. Apartment buildings also show up more than average, 15% of permits against 13%.

The Fire Zone Covers Most of the Hills
About 58% of the Studio City neighborhood council area is in the Very High Fire Hazard Severity Zone on the City's map, the most of the four Valley neighborhoods we looked at, and about half is designated Hillside Area. In the zone, LADBS requires a Class A roof. A Class A rating belongs to the whole tested assembly, so ask which underlayment and deck the rating depends on, not just which shingle or tile is going on top.

The Mulholland Scenic Parkway Reroof Check
About a third of the Studio City neighborhood council area sits inside the Mulholland Scenic Parkway Specific Plan corridors, along the ridge. City Planning's own applicability chart for the plan has a line for re-roofs: they apply to all properties in the plan area, LADBS checks them, and the notes read "All roofs must be non-reflective." Composition shingle, slate and tile are fine; metal works if it's finished in an earth tone or a darker color. The plan itself says roofs visible from Mulholland Drive must be non-glare, and rooftop solar is exempt. If your street is up toward Mulholland, ask about this before choosing a color, especially a bright cool-roof product.

More Old Homes, More Flat Roofs
Studio City's ZIP code, 91604, has more homes built in 1939 or earlier than any of the Valley ZIP codes we looked at, about one in eleven. It's also mixed: about 40% of homes are single-family houses, while more than half are in buildings of five or more units. That means a lot of low-slope roofs, where seams and drains fail before the field does; see flat roofing.
