Permits: LADBS, Usually as an Express Permit
Tarzana is a community of the City of Los Angeles, so the permit comes from LADBS, online or at the Van Nuys Development Services Center at 6262 Van Nuys Blvd. Most reroofs qualify for an Express Permit with no plan check: a Class A or B covering under 6 pounds per square foot over existing or new solid sheathing, a tile lift-and-relay, or a coating. New clay or concrete tile is heavier and goes through plan check. Our permit guide and checker walks through it.

Zone 9, LADWP and the Hills
All of Tarzana is Title 24 climate zone 9, so a residential reroof of more than half the roof needs a CRRC-rated cool roof product unless an exception applies. Tarzana is an LADWP customer area, which makes homes eligible for LADWP's cool roof rebate; the amounts and rules are in our Title 24 cool roof guide. South of Ventura Boulevard the lots climb into the Santa Monica Mountains, and LADBS requires a Class A roof inside the Very High Fire Hazard Severity Zone. LAFD expects more parcels to be added under CAL FIRE's 2025 maps, so check your address on ZIMAS before choosing materials.

A 1970s Neighborhood
In ZIP code 91356, 78% of homes were built before 1980, and the 1970s alone account for 39%. Fewer than half are single-family detached houses. On a house that old, the questions on a Tarzana bid are often about what's underneath: how many layers come off, and how much of the deck needs replacing. Our roofing calculator gives a first number for a larger-than-average roof.
