Permits: LADBS
Westwood is part of the City of Los Angeles, so LADBS issues the reroof permit, online or at its West LA counter. Most reroofs qualify for an Express Permit with no plan check. There's no Historic Preservation Overlay Zone in Westwood; Holmby Westwood is not an adopted HPOZ. Commercial buildings in Westwood Village fall under the Westwood Village Specific Plan, which requires plan review before building permits are issued; ask City Planning whether a reroof on a Village building counts. The permit guide and checker covers the rest.

Most Westwood Roofs Are on Apartment Buildings
In ZIP code 90024, 83% of homes are in buildings of five or more units, and only 13% are single-family houses. For those buildings Title 24 has its own cool-roof rule: on a low-slope multifamily roof it applies in climate zones 2, 4 and 6 through 15, which covers both of Westwood's zones (9, and 6 in the 90049 part), and it's triggered when more than 50% of the roof or more than 2,000 square feet, whichever is less, is altered. The product needs an aged solar reflectance of 0.63 and thermal emittance of 0.75, or an SRI of 75. On a flat roof that usually means a white membrane or a coating; see flat roofing and the Title 24 cool roof guide. Homes here are mostly from the 1970s and 1980s, and about one in ten went up before 1940.

The Hills North of Sunset
Westwood Village, UCLA and the streets south of Sunset are outside the fire zone, but the hillside streets along and north of Sunset Boulevard are in a Very High Fire Hazard Severity Zone on LA County's map, where a Class A roof is required. During the January 2025 Palisades Fire, CAL FIRE's mandatory evacuation orders were bounded on the east by the 405, west of Westwood. Check a parcel near Sunset on ZIMAS.
